His most recent endeavors were focused on transformational information technology assignments in the Chief Information Officer (CIO) role where he's been described as a technology visionary, change agent and innovator. He has been asked to be a source of best practice research by Gartner and CIO Magazine on such topics as leading enterprise change, risk, strengthening the core of IT and IT as a Service. Mr. Manfredo currently serves on seven Boards: Society of Information Management, Technology Business Management Council, CleanTechOC, Executive Next Practices, UCLA’s IS Associates, Corporate Committee of the Dean’s Leadership Circle at UC Irvine and the Trojan Club of South Orange County.  He is also a mentor in the Executive MBA programs at UC Irvine and Chapman University.  He frequently lectures at professional events and at academic institutions.   Mr. Manfredo was named as one of the top 100 CIOs in the U.S. for green technology and also received the Digital Impact Award for lifetime technology achievement in Real Estate. October 2008 - April 2012

Mr. Manfredo served the County of Orange where he ran an IT Service Delivery business and was responsible for Business Information Services (applications, data, quality assurance) and Enterprise Information Services (security, business continuity, networks, telephony and IT operations) for the County of Orange. Includes staff of over 200 serving 18,000 County employees and 30 agencies. Responsible for transformation activites as the County moved from having its core applications on a mainframe to open systems. Results of a reorganization along ITSM functions, include eliminating Service Level breeches, four-fold reduction in incident resolution time, and formalizing monthly capacity and availability planning while reducing staff by over 20%. Customer satisfaction increased a 16% sustained for over two years. Also responsible for driving Portfolio Management maturity including detailed resource planning and prioritization.

Mr. Manfredo served as SVP, Information Technology for The Irvine Company. He was recruited to transform the IT function, both in scale and professionalism. Prior to this, he executed a 210% turnaround while running a large business, including green technology initiatives that resulted in annual utility cost savings of $4.0 million and received $3.0 million in utility company rebates.
